The Independent Kazakhstan Centre for Accreditation in accordance with its internal documents is working to expand its expert base for accreditation procedures. In this regard, the management of the IKCA prepared and held a training seminar for new experts who applied for inclusion in the IKCA expert base. In online mode on the ZOOM platform, the Director of the Department of Methodology, Monitoring and Quality Assurance Syzdykov Erke Kaliakbarovich explained the purpose and content of the European Standards and Guidelines for Quality Assurance in Higher Education in the European Higher Education Area (ESG - THE STANDARDS AND GUIDELINES FOR QUALITY ASSURANCE IN THE EUROPEAN HIGHER EDUCATION AREA), briefly explaining the essence of each of the three parts of these standards. Then he dwelt in detail on the IKCA accreditation standards developed in full compliance with ESG standards. The speaker tried to explain each of the criteria of all 8 standards of specialised accreditation, showing that they take into account important provisions of national legislation in the field of education (Qualification Requirements for Licensing of Educational Activities, Model Rules for Higher and Postgraduate Education Organisations, State Obligatory Standard of the relevant levels of education), requirements of the Bologna Process in terms of student-centred education, implementation of academic mobility of teachers and students, re-crediting the results of formal and non-formal education, etc. Deputy Director of IKCA, Professor Adilgazinov Gaynelgazy Zainullinovich in his report ‘Structure and content of the report of the external expert group’ explained in detail the important for experts process of organising external audit, the essence and content of the concepts of ‘comment’, ‘recommendations’, giving clear examples of comments and recommendations, explained their relationship and difference, showed what changes were made in the Guidelines for external evaluation in preparation of IKCA for the external visit of the ENQA Commission, unified requirements for writing a report of the external expert group of IKCA, a single three-level assessment according to the standards “complies”, “complies with comments”, “does not comply”. As a result of the training seminar, the expert base was enriched with 110 representatives of more than 10 universities of Kazakhstan, who received certificates for the right to participate in the accreditation procedures of the IKCA.
