The IKCA accreditation procedures are based on the standards and guidelines for quality assurance of higher education in the European Higher Education Area (ESG). Institutional and specialised/programme accreditation procedures are developed by the Centre in accordance with European and international standards, which include the following steps:
1st stage.
- Submission by the educational organisation of the application for accreditation to the Centre with a brief description of the activity of the educational organisation;
- signing of the Agreement on accreditation between the Centre and the educational organisation. The Agreement
specifies the rights and obligations of the parties, the cost of procedures, the terms of accreditation;
- carrying out by the educational organisation of the self-assessment process, drawing up a self-assessment report in accordance with the standards and criteria defined by the NCCA;
- submission of the first version of the self-assessment report and its expertise;
- submission of the final self-evaluation report and its annexes to the Centre. In preparation for accreditation, the Centre, in accordance with the Agreement, holds training seminars for the Steering Committee and working groups on the preparation of the self-assessment report and the accreditation procedure.
Stage 2.
- The programme of work of the group of external experts shall be drawn up according to the standards and guidelines for external evaluation approved by the Centre;
- The Centre shall form a competent group of external experts, which includes representatives of academic staff of educational organisations of the Republic of Kazakhstan (national experts), representative of employers, student and international expert;
- information on the composition of the group shall be communicated to the educational organisation prior to the external audit. In case of suspicion of possible bias of any of the experts, the educational organisation shall have the right to apply to the Centre for replacement of the expert, attaching a written motivated explanation;
- the group of experts gets acquainted with the materials of self-assessment, visits the institution and conducts external audit, forms a report on external assessment, which is submitted to the Centre;
- external audit of the educational organisation during institutional accreditation is carried out within 3 days, specialised accreditation - 2 days;
- the report and recommendations on the visit are made by external experts within not more than 2 weeks from the moment of the beginning of the audit, and the head or secretary of the team sends it to the Centre;
-IKCA sends to the educational organisation the received report of the expert group on the assessment of the HEI's performance for the possibility to correct minor factual inaccuracies, if any;
- the educational organisation, if necessary, has the right to make minor adjustments to the final report on
external audit, if there are some inaccuracies.
External evaluation is carried out to assess the compliance of the information presented in the self-evaluation report with the actual state of affairs in the organisation described in the report. Based on the visit to the educational organisation, a group of experts develops recommendations on accreditation of the educational institution for the Accreditation Council.
The Independent Kazakhstan Accreditation Centre pays special attention to the internal quality assurance system, quality assessment forms have been developed for experts involved in the preparation of expert opinion of HEIs' self-evaluation reports, external audit experts and activities of the Centre's coordinators.
Stage 3.
- The Centre after studying the materials on self-assessment and external audit report prepares a conclusion for the Accreditation Council.
- review of accreditation materials at the Accreditation Council meeting;
- decision-making by the Accreditation Council.
- preparation of accreditation certificates for accredited HEIs/educational programmes.
- sending decisions on institutional/specialised accreditation to MES RK for inclusion in the Register №2/#3
NCCA keeps a register of all accredited HEIs and educational programmes and publishes it on the website http://www.nkca.kz.
Stage 4.
Post-accreditation monitoring:
- Conclusion of an agreement with the HEI to conduct post-accreditation monitoring.
- receiving and agreeing on the HEI's action plan for the post-accreditation period on changes, improvements and work on accreditation recommendations.
- receiving and analysing the post-accreditation monitoring report. - sending a coordinator and one expert to the HEI to check the HEI's work in
post-accreditation period.
- preparation of a conclusion to the Accreditation Council on changes, improvements, as well as the implementation of accreditation recommendations in the HEI.

The IKCA External Audit Program necessarily includes interviews with a group of heads of structural divisions (heads of departments, heads of departments and divisions of educational organizations) during institutional accreditation. Based on the experience of a number of leading accreditation agencies that are part of the European quality assurance networks, the IKCA does not include interviews with all heads of structural divisions in the External Audit Program for specialized accreditation, allocating more time to interviews with direct participants in the implementation of accredited educational programs (deans, heads of departments, teachers, students, as well as graduates and employers).

17-19 мая 2022 г прошла аккредитация физико-технического лицея «Флагман» ТОО«Ақбұлақ1-Астана» в благоприятной и доброжелательной атмосфере. Комиссия была объективна и лояльно настроена к членам педагогического коллектива лицея. Администрация лицея благодарит независимую группу экспертов и координатора группы Исину С.Ш. за проведенную кропотливую аналитическую работу, профессионализм, компетентность и объективность.
